Risk management system at the Center
In accordance with Resolution No. 279 of the Cabinet of Ministers of the Republic of Uzbekistan dated 29 April 2025, the Digital Government Project Management Center is carrying out systematic work to introduce and improve the management of financial and other risks.
The risk management system is designed to identify, assess and reduce risks that may arise in the Center’s activities in a timely manner, while improving the effectiveness of internal controls.
Potential risks within the activities of the Center’s structural divisions are reviewed under the established procedure. Based on the analysis, measures are defined to prevent risks and reduce their impact.
To ensure effective risk management, risks are monitored regularly, completed work is analyzed, and appropriate measures are taken to improve management processes.
Which risks are managed?
Risks may be internal or external. The unified classification groups them into five main categories according to how they may affect operations.
Strategic risks
Risks related to strategic objectives, government programmes and achievement of established performance targets.
Financial risks
Risks related to funding, the use of budget resources and financial obligations.
Administrative risks
Risks related to plans, authority, the allocation of responsibilities and management decisions.
Operational risks
Risks arising from day-to-day processes, information systems, resources and continuity of operations.
Corruption risks
Conflicts of interest, misuse of authority and other factors associated with corruption.

How is the risk level assessed?
Each risk is assessed by its likelihood and its impact on operations. The combination of these two indicators determines the risk level and helps prioritise the response.

Responsibility and oversight
Structural divisions
Identify and assess risks, prepare the register and action plan, and ensure that planned measures are implemented.
Risk Management Committee
Approves the register and plans, reviews results every quarter and makes the relevant management decisions.
Internal Audit Service
Reviews the basis of assessments, the preparation and implementation of action plans, and analyses the overall process.
Monitoring and transparency
Implementation is reviewed every quarter. Quarterly information is published on the official website by the end of the following month, and the annual report by 5 March of the following year.
